The number of OTN stations per 10000 people has reached 3, the average fixed broadband access bandwidth of the city has reached 400Mbps, and the data center in use has reached 400000 standard frames.

The "20 Articles of Information and Communication Industry" pointed out that the coverage of 5G network in key urban places should be improved. Implement the "Full Shanghai" Action Plan for the upgrading of 5G network energy level, establish a list of key sites and 5G network coverage in the city, take targeted measures to supplement the blind and weak network signals, and promote the realization of continuous coverage of 5G outdoor and deep coverage of typical application scenarios in the city.

According to the "20 Articles of Information and Communication Industry", Shanghai will also regulate the broadband access market and reduce the broadband charges of enterprises. We will continue to promote the joint rectification action of the broadband access market of Shanghai's multi-sectoral business buildings, and resolutely do a good job in the rectification of the blocking points that hinder the fair access of business buildings and the business environment. Further reduce the broadband charges of enterprises, and strive to reduce the average broadband charges of small and medium-sized enterprises by 30% from the same period at the end of 2023, and the average private line charges of small and medium-sized enterprises by 25% from the same period.

In terms of computing power, the "20 items in the information and communication industry" proposed to continuously improve the proportion of high-performance computing power to 20%, and the end-to-end network delay between urban computing infrastructure networks was less than 10 ms, and the data center shelf rate was increased by more than 70%. Build the city's computing power network monitoring platform and innovate new computing power service modes such as flexible computing power.
